MODULE 5. EU Regulation & Consumer Communication

This module provides a concise view of the regulatory, technical, and communication landscape that frames heat-pump deployment in Europe.

The module begins with Lesson 33, which establishes the EU climate and energy framework that supports the transition to clean heating. Here learners see how the European Green Deal, Fit for 55, RED III, EED, EPBD, and REPowerEU create binding efficiency and renewable-energy obligations, progressively restrict fossil-fuel heating, and position heat pumps as a strategic technology for decarbonizing buildings.

Lesson 34 then moves from policy to product-level regulation through the 2024 recast of the F-Gas Regulation and the Ecodesign and Energy Labelling rules. These instruments drive the shift to low-GWP refrigerants, set minimum seasonal-efficiency thresholds, and ensure transparent product information, thereby shaping both market supply and consumer decision-making.

Lesson 35 connects EU-level rules with national implementation. It explains how the EPBD recast translates into building-code requirements, mandatory renovation pathways, and boiler phase-out timelines, and how Member States incorporate these obligations into National Energy and Climate Plans. It also outlines the funding mechanisms, subsidies, and market barriers that influence uptake across countries.

Lesson 36 briefly introduces the European testing and certification standards that guarantee comparable and verifiable heat-pump performance. Standards such as EN 14511, EN 14825, EN 16147, EN 12102, and EN 378 define test conditions, seasonal metrics, acoustic limits, and safety requirements, while schemes like Eurovent and KEYMARK ensure conformity through third-party verification.

The module then shifts to communication practice inLesson 37, which equips professionals to translate complex technical and regulatory concepts into clear, audience-appropriate messages. It emphasizes adapting terminology, avoiding unnecessary jargon, and using visuals and narrative structures to increase comprehension and trust. Lesson 38 builds on this by addressing how to communicate the practical benefits of heat pumps (cost savings, reliability, environmental impact, comfort) while correcting misconceptions and explaining real-world performance.
